Are webmasters too picky about 'Hard Link' trades?

I've found some webmasters to be far too picky, in addition to my latest site I run a couple of other sites that have PR3. But I still get the "I won't trade with anybody below PR4" messages back. Shame really, just a bit of research and they'd know if a site was worth linking with.
