I don't think it's that big of a deal with anyone other than Google. I could be wrong and I haven't checked, but without looking, my gut says, Google pays WAY more attention to this than the other guys.
As to how much it matters... I couldn't really say. But I always try to spread my sites over multiple hosts and IPs, if only for stability.... (i.e. if one site goes down, the others may still be up, etc)
Personally, I have a list of around 10 free blog hosts, and 3 of my own hosting servers. What I do is, for each niche that will be linking together in some fashion I build the first 3 "primary" sites on my own hosting that I control, then build the rest (feeders) on the free blog hosts. That way each site can conceivable receive links from 12 other sites in the niche.
And if you decide to build more that 13 sites within that niche group, just make sure not to link a site to another site that's on the same host.
I would advise you to not inter-link all of your sites (every site links to every other site), regardless of Class C IP. This is because "reciprocal links" aren't nearly as important as they used to be in the eyes of some search engines (mainly google). That's why you see lots of requests now for A->B->C link exchanges.
The way I was planning to link my next niche-group of blogs was like this:
Blog 1 -- Host 1 -- Links to: no one
Blog 2 -- Host 2 -- Links to: Blog 1
Blog 3 -- Host 3 -- Links to: Blogs 1,2
Blog 4 -- Host 4 -- Links to: Blogs 1,2,3
Blog 5 -- Host 5 -- Links to: Blogs 1,2,3,4
Blog 6 -- Host 6 -- Links to: Blogs 1,2,3,4,5
Blog 7 -- Host 7 -- Links to: Blogs 1,2,3,4,5,6
Blog 8 -- Host 8 -- Links to: Blogs 1,2,3,4,5,6,7
Blog 9 -- Host 9 -- Links to: Blogs 1,2,3,4,5,6,7,8
Blog10 --Host10 -- Links to: Blogs 1,2,3,4,5,6,7,8,9
In other words, no one blog "reciprocates" a link to or from any other blog. And the blogs near the top... the "primary" blogs get the most linking benefit.
