I believe that for your PR it doesn't matter how many outgoing links you have. But it matters how many outgoing links the site which links to you has. So if you have a backlink from PR4 site and your site is the only one linked from it, you have a very good chances for high PR on next update. But if such PR4 site has 100 of outgoing links, your site will not get much of PR juice.
